Chamling’s story from rags to riches

The innocent and humble people of Sikkim are reeling under  tremendous pressure and frustrations caused by  the highly corrupt, illegal, atrocious  and autocratic actions of the present Government in Sikkim led by Mr. Pawan Chamling.We feel, the details that we are furnishing herewith in respect of total Scams, Assets and Bank Balances of Mr. Pawan Chamling including his  family members living as joint family will serve as weapons for the Inquiry Agency, which can take appropriate actions against the culprits as early as possible in the best interest of public in general and also to provide them solace.

Before detailing with the Assets, Scams and other Misdeeds of Mr. Pawan Chamling since he had become MLA, Chairman, Minister and Chief Minister of Sikkim, which are definitely much beyond Mr. Chamling’s known sources of income, we wish to present briefly the life history of Mr. Pawan Chamling, the present Chief Minister of Sikkim.

Mr. Pawan Chamling was born and brought up in a very poor farmer’s family at Rangang Busty, South Sikkim on 22nd of September, 1948. He got his Primary Education in the Primary School at Yangang, South Sikkim. He could not pursue further studies because of his family’s pecuniary financial condition. Mr. Chamling managed to obtain a Government job as Police Constable on sympathetic consideration.

He was posted as a police Writer Constable under the Home Department, Government of Sikkim before 1969. In 1969, following an arrest warrant for his criminal act of fishing in the forbidden Sacred Tsomgo Lake he was dismissed from his service  under the erstwhile Chogyal’s Government of Sikkim and was compelled to hide in Nepal till 1970 after fleeing from Sikkim. Subsequently, Mr. Pawan Chamling became a primary member of Sikkim Sangram Parisad Party before election of 1985 and  became a member of Sikkim Legislative Assembly for the first time on 8th March 1985, whereupon he was appointed as the Chairman, Sikkim Distilleries Ltd. at Rangpo, East Sikkim and continued as such till the completion of his tenure in 1989 .

Mr. Pawan Chamling was re-elected to Sikkim Legislative Assembly in 1989  and was inducted as one of the Council of Ministers in 1989. Because of his Anti Party, Anti People Activities, Rampant Corruptions and fomenting Casteism and Communalism in the State of Sikkim. Mr. Pawan Chamling was dismissed from the Ministry and also removed from Sikkim Sangram Parishad Party by the voice of public in 1992 in a huge general meeting of the party at Alley playground, Namchi.

It may be stated that none of Mr. Chamling’s other family members nor his wives had come from such rich family background before March, 1985, yet Mr. Pawan Chamling floated a New Political Party named as Sikkim Democratic Front Party on 4th March, 1993 of which he  became its President. Mr. Pawan Chamling cunningly and successfully played his caste  politics in 1994 General Election in which his party managed to win majority seats and  became the Chief Minister of Sikkim on 12th December 1994, the post he is holding till date. It is pertinent to point out that the State’s revenue is being augmented by the Central Government since the local sources of revenue are extremely limited, but unfortunately, inspite of receipt of huge Central Government’s funds, no developmental  activities  whatsoever have taken place in the State of Sikkim since Mr. Pawan Chamling took over as the Chief Minister of Sikkim. It would be evident from the details in the following pages that most of the Plan Funds meant for the developmental activities of the State have been transferred to other non-productive Departments with the sole objective to  siphon off the same  and have been illegally pocketed by Mr. Pawan Chamling and his partners including family members thus committing serious financial crime.

While making the various queries and investigations we have divided                             the period of checks covering three tenures:

i)                   First Tenure  w.e.f. 8th March 1985  when Mr. Pawan Chamling became the member of Sikkim Legislative Assembly and was appointed as Chairman, Sikkim Distilleries Ltd., Rangpo, East Sikkim.

ii)                Second, 1989 – 1992 when he was a Minister under Government of Sikkim, he was punished and removed from his post and ultimately expelled from his party due to his failure to safe guard the interest of the people and also for his anti-party activities.

iii)              On 12th December,1994 he took over the charge as Chief Minister of Sikkim and has now completed 16 years in power. Hence the check period of the culprit, Mr. Pawan Chamling and his family members begins from 8th March, 1985  and hence the Central Government Agencies have  to look into Chamling’s Corruptions, Misdeeds, Misuse of Powers, Favoritism, Nepotism, Anti-People  Activities, Anti-National Move and Casteism-Communalism and also his contacts with Naxalite-Maoists. As a matter of fact, Public trust determines the fate and future of a political figure. In Sikkim too, the  people have not lost hope even in the darkness of tyranny but have survived the atrocities for better and brighter future of Sikkim’  and  have endured the suffering at the hands of the Tyrant Pawan Chamling. The peoples self-confidence, self determination have not dwindled till to date. A politician need to live by high standards of values, by service  before self and by righteousness. He needs to have self realization in order to remove the mistakes committed in his tenure as  politician so that he can lead a clean and honest way of life.

A public figure should remember certain code of conducts:

While contesting an election, one must give as honest account of one’s own income and his assets and should not mislead the concerned authority as has been done by Pawan Chamling.

  1. The esteemed rules and regulations laid down by the Constitution should not be dishonored as has been done by Pawan Chamling.
  2. Misuse of power/authority as practiced by Pawan Chamling should be avoided.
  3. Misuse of government funds for his private and personal friends and relatives should be avoided.
  4. A Chief Minister should not have any caste, creed and religion.
  5. Genuine popularity should be his priceless possession.

This is a special venture of the Sikkim Pradesh Congress Party, covering the period from 8th March 1985 to 2009 which outlines the acquisition of wealth and assets by Mr. Pawan Chamling, his family and relatives by fraud, misappropriation, and by siphoning off development funds provided by the Government of India for Sikkim’s various developmental Schemes.

Now, further investigation into the illegal and immoral acquisition of assets and wealth by Mr. Pawan Chamling and his relatives will be the responsibility of the CBI. The Officers of the Government, Contractors, Industrialists and Nominated/Elected Panchayats who are the partner to the crimes shall be dragged by Pawan Chamling to the dock of the Courtroom in near future.

    with such mindset, this man shouldnt have been given the franchise to govern us. the idea of bearing these many children for family pride is obsolete now. he belongs to those gud old days. very funny…….

    THOUGH I AM APOLITICAL, WHAT I THOUGHT AFTER GOING THROUGH THIS THAT THE ALLEGATIONS SHOULD BE FILLED ON THE BASIS OF SCAMS OR CORRUPTIONS, BE IT EITHER MR. BHANDARI, MR. CHAMLING OR BHANDARIS & CHAMLINGS, BUT NOT ON THE GROUNDS OF ONES FAMILY HISTORY. FAMILY LIFE IS ENTIRELY ONES INDIVIDUAL RIGHT. IT IS ONES LIBERTY! CHARGES ON LEVELS OF CORRUPTION IS OK, BUT I THINK CHARGES ON PERSONAL RIGHT MIGHT NOT BE JUSTIFIED. PLZ THINK.

    Whatever Chamling has done is not good at all.Although I accept he is a good leader and talented person. We cannot reject him as we have scarcity of leadership in Sikkim.
